Major Baltimore Nonprofits Reach PILOT Deal with City

Deal would double total annual amount of PILOT payments by 2030

According to the City of Baltimore, 14 of the City’s largest nonprofits (all hospitals and universities) have agreed to double the total amount of their PILOT payments by 2030. Approximately 1/3 of Baltimore property is tax-exempt, leaving the City to rely heavily on PILOTs and fees to support its operating budget.

Since 2017, the 14 covered anchor institutions have collectively contributed $6 Million per year in PILOT payments to the city. The agreement would increase that by $2 Million/year each year, starting in 2027, until they reach $12 Million/year in 2030.

The 14 institutions are as follows: Grace Medical Center (formerly Bon Secours Hospital), Johns Hopkins Hospital, Johns Hopkins Bayview Medical Center, Good Samaritan Hospital, MedStar Harbor Hospital, MedStar Union Memorial Hospital, MedStar Mercy Medical Center, Sinai Hospital, Ascension St. Agnes Hospital, University of Maryland Medical Center Downtown Campus, University of Maryland Medical Center Midtown Campus, Johns Hopkins University, Loyola University Maryland, Maryland Institute College of Art, and Notre Dame of Maryland University.
