UK – Centre for Policy Studies Suggests Two Key Changes Aimed to Increase Charitable Giving
The Centre for PolicyStudies published a paper by PaulPalmer advocating two key changes that Palmer argues could increase annual givingin the UK by up to £74bn ormore. The paper, A Step Change in UK Philanthropy, argues for the creation of remaindertrusts and personal charitable trusts. Theremainder trusts would be similar to charitable trusts but could be controlledand accessed directly by donors. The personal charitable trusts are a new typeof charitable trust based on US and Canadian models that permit donor anonymity. The goal of both suggestions is to increase charitable giving among the middleclass.
