Most Recent Nonprofit Advocacy Matters

TheNational Council of Nonprofits has issued its June 3 edition of NonprofitAdvocacy Matters.  Although severalstories appearing in the issue are worthy of following, one especially caughtmy eye after the topic was suggested to me by fellow blogger, Lloyd Mayer.  The story reports that many nonprofits areopposing proposed regulatory changes tothe Combined Federal Campaign (CFC) released by the U.S. Office of PersonnelManagement (OPM).  The CFC program facilitatesworkplace giving by federal employees to charitable nonprofits. Says thestory,

One OPM proposal would shift the burden of the cost of thecampaign by imposing an up-front flat application fee for participatingcharitable nonprofits rather than continuing the past practice of charging 10percent of donations actually collected. The proposed changes would alsorestrict giving options to electronic means, and move administration of theprogram from local to regional or centralized offices, potentially creating adisconnect between local nonprofits and the federal employees making thedonations. One letter signed by ten national nonprofits expressed concernthat some of the proposals would reduce nonprofit participation in the CFC,which could “impact services to local communities, including federal workers,and their families, as charities have to cut back on service delivery.”

 The public can comment on the proposed changes until June7, 2013.
